Here is a easy way to get exactly that result

I call it the band aid way. As band aid has little holes that is made so you skin can breath.

But using that would make applying nail polish much easier.

In fact it is a stencil for applying the dots

Method

Apply first colour of choice.

Let it dry completely.

Place the part that has holes of the band aid over nails

Paint your preferred second colour and leave it to dry.

Remove the band aid and see what you have
Yes the perfect polka dots and it was easy to do
